Snowflake obsidian forms the same way as any other obsidian, i.e., when lava is cooled so quickly that it doesn't have a chance to form individual crystals and becomes a glass. The snowflake patterns is a result of a process called devitrification and is caused by the weathering and absorption of water, causing the quartz to become unstable and reform as individual crystals within the degrading obsidian.
